This notice is placed in order to facilitate early engagement with potential providers, and relates only to a pre-procurement market sounding questionnaire.

NHS Cornwall and Isles of Scilly (CIOS) Integrated Care Board (ICB) seeks to determine the level of interest in delivering Mandatory Dental Services from a purpose built NHS dental property in West Carclaze Garden Village.

West Carclaze Garden Village is a new housing development of c. 1,500 homes, in St. Austell, Cornwall.

NHS CIOS ICB, in collaboration with Cornwall Council, have the opportunity to potentially utilise Section 106 funding for the development of a purpose built dental practice in West Carclaze Garden Village. The exact nature of the building is still to be determined, though it is envisaged that a 4 / 5 chair dental surgery could be built.

At this time, the ICB seeks responses to a market sounding questionnaire, the aim of which is to determine the level of provider interest in delivering these services, and obtain feedback from the market to help inform decision making.

Subject to sufficient interest from the market and the outcome of final decision making, the ICB anticipates undertaking a procurement process in the future to award a new dental contract for the delivery of the services.

Any successful provider would be expected to collaborate with the developer of the building, to ensure a compliant dental surgery is built and fully equipped, as part of mobilisation.

The precise scope of the contract is still to be determined but, as a guide, the ICB anticipates commissioning 22,000 UDAs at a rate of £40.00 per UDA based on 24/25 prices. This equates to an indicative annual contract value of £880,000.

The ICB anticipates contracting for the services under a PDS agreement for a period of 10 years. Any successful provider would be responsible for covering rental costs associated with the property. The Commissioners are considering whether any additional funding could be provided to support with these costs.
