Bristol Waste Company will seek to award one or two Contracts for the collection, processing and disposal of Hazardous Waste & Asbestos Waste. The Contract Price is to include the costs of receipt, processing and disposing of Contract Waste. The Contract Waste will be collected by the Contractor / Contractors and taken to the advised Treatment Site where the Contractor will apply their disposal process.
This contract is separated into two lots:
- Lot 1 Hazardous Waste Collection & Treatment
- Lot 2 Asbestos Waste Collection & Treatment
The waste that Bristol Waste Company must accept at the HRRC Sites consists of household waste as defined in Section 75 of the Environmental Protection Act 1990 and all Regulations made thereunder which is produced by persons resident in Bristol and which is deposited at the HRRC Sites free of charge.
Domestic production of hazardous wastes in the EC is controlled by the European Council Directive 91/689/EEC (the Hazardous Waste Directive, or HWD). The Hazardous Waste (England & Wales) Regulations 2005 and as amened or HWR, implement the HWD into domestic legislation for England and Wales.
For the purposes of the Contract, household waste defined above comprises Non-Hazardous Household Waste and Hazardous Household Waste.
"Hazardous Household Waste" comprise specifically: -
• Detergents and Cleaners
• Paints, Inks and Adhesives
• Pesticides
• Household Oil and fat
• Adhesives/Sealants/Resins
• Solvents/Fuels
• Agrochemicals
• Antifreeze
• Acids
• Alkali
• Oils/Water
• Chlorine Tablets
• Oxidizers
• Mercury Smalls
• Photochemicals
• Lab Smalls
• Sharps
• Aerosols
• Paint Related Materials
• Repatriatable Gas Pressure Vessels (Non Waste)
• Non-Hazardous Waste Gas Pressure Vessels (EWC 16-05-05)
• Non-Hazardous Waste Other Used Cylinders (EWC 10 05 05)
• Hazardous Waste Gas Pressure Vehicles (EWC 16 05 04)
• Fireworks
• Flares
• Motor Oil
• Medicines and Pharmaceuticals
• Non-Licenced Asbestos
• Any problematic waste other than oil, which requires a Hazardous Household Waste Container to prevent its escape, or which cannot be mixed with other waste to be incinerated or deposited at a landfill without special arrangement.
When removed from the HRRC Site and accepted by the processing site the Hazardous Waste will be deemed to be the property of, and held at the entire responsibility of, the Contractor, and Bristol Waste Company will have no claim over any such Hazardous Household Waste.
Asbestos Waste arising from the municipal waste stream for the purposes of this contract includes but is not exclusive to;
(a) All materials containing non-licensed asbestos
Asbestos Waste collected from a site and the subsequent disposal is governed by the Hazardous Waste (England and Wales) Regulations 2005. Producers or holders of bonded asbestos (including cement or resin bonded products) shall consign the waste in accordance with the Hazardous Waste Regulations 2005
